Williams attended California State University, Fesno where he played NCAA college football with the Bulldogs from 2003-2006. In those four seasons, Williams played in 39 games with 20 starts and totaled 74 receptions for 1,048 yards (14.1 avg.) and eight touchdowns. He produced his best season statistically as a junior in 2005 and earned first-team All-Western Athletic Conference honors with a team-high 43 receptions for 729 yards and seven touchdowns. As a senior, Williams recorded 21 receptions for 229 yards and one touchdown in seven games. Williams was selected by the Tennessee Titans in the 3rd round of the 2007 NFL Amateur Draft.
